International Students in Canada: New Work Hours Regulation

International students in Canada are now permitted to work up to 24 hours per week off-campus while their classes are in session. This change, confirmed by Marc Miller, Minister of Immigration, Refugees and Citizenship Canada (IRCC), took effect on November 15.
Previously, the limit was set at 20 hours per week. In April 2024, Miller announced an increase in off-campus work hours for international students to 24 hours starting in the fall, without specifying the exact date of implementation.
Unrestricted Work Hours During Breaks
It's important to note that this cap applies only to the hours worked off-campus during academic terms. Students retain the ability to work any number of hours:
- On-campus
- Off-campus during breaks between academic terms when classes are not in session.
Rationale Behind the Change
Miller emphasized that this new 24-hour cap strikes a balance, allowing students the opportunity to work without jeopardizing their academic performance.
New Requirement for Study Permit When Changing Schools
In addition to the work hour changes, international students must now apply for a new study permit before changing schools. This requirement applies when transitioning between designated learning institutes (DLIs). Previously, students could switch schools under the same study permit by simply updating their information in their IRCC online account.
According to IRCC, these adjustments aim to enhance the integrity of the International Student Program.
Historical Context of Working Hours for International Students
Historically, international students in Canada were allowed to work up to 20 hours per week during regular academic terms. However, during the pandemic, a temporary policy enabled students to work beyond this limit—up to a maximum of 40 hours per week—to address labor shortages and provide students with greater earning potential. This temporary policy concluded on April 30, 2024.
